I can officially say that having a Cobb tune will make your car fail emissions in states that use the OBD2 port (like those in PA).
Last year I thought it was because the battery was pulled. That's not the case.

So, yeah, about a month before your inspection, pull your tune and drive it stock. It's a huge pain in the ass, but the Cobb tune cannot pass on its own, and this car needs over a week to recalibrate and enable the emissions test.

My car passed just fine in TN with the Stage1 93 v300 tune. I've never had a check engine light or a not ready code.

PA emissions are different.
How is PA different than TN?

TN does OBDII testing for all cars that are 1996 and newer. You will fail if you have a check engine light that shows in the diagnostic check or if you have a not ready code. Not ready codes will be present if the drive cycle isn't complete after a battery disconnect or ECU download, if you have a tune that disables O2 sensors (to prevent a CEL), or if you have a non-emissions related fault (such as ABS).

Guess I just assumed because my car just failed emissions.
Not helpful to know your car magically passed through the tests. Sorry, I'm just a bit pissed about having this issue again. Last time I thought it was because of they disconnected my battery for some recall work. Now I know it was the tube. Stage 1, 93 octane tune, and "not ready" codes firing off.
I don't have a ready or not tool, so I've got to just guesstimate it.
I re flashed back to stock, and now I'm just trying to go through the drive cycles.
My battery hasn't been disconnected in months, maybe longer. No reflashing or cleared codes either. Just driving with my Cobb tune. Now I can't pass emissions.

You can go to most any auto parts store and they will read codes for you and tell you if you are ready or not. Also, if you have a few bucks to spare, most all OBDII readers will give you ready status also. I go thought quite the process to get my Mustang to pass because the tune on it disables the O2 sensors. I have to re-flash it, run a tank of methyl alcohol so I don't trip the emissions system failure, and then hope that I can get the drive cycle completed without throwing a CEL. I would contact Cobb and let them know that you are having a not ready with there tune.
